During the summer months, many stray dogs and cats at tourist resorts find enough food (and consequently reproduce). Outside of this season, food becomes scarce for these animals, and their puppies and kittens become unwanted. After the high season at the Black Sea (Romania), the hangover begins, as in many other tourist destinations!
