What action can be taken in the event of a poor husbandry situation?

Housing abuses are criminal offenses and must be reported. Report it to the police, the cantonal veterinary office or veterinarian.

Animal welfare offenses are punished on the basis of the criminal offenses anchored in the Animal Welfare Act (TSchG). The criminal animal protection can be divided into the two main categories "cruelty to animals" (Art. 26 TSchG) and "other offences" (Art. 28 TSchG).

Only a few precisely defined offenses (mistreatment, neglect, unnecessary overexertion, disregard for dignity, agonizing or deliberate killing, organizing cruel animal fights, carrying out avoidable cruel animal experiments, abandoning or leaving animals) qualify as cruelty to animals. Most other violations of animal protection law are considered other violations. These include, for example, disregarding the keeping regulations, breeding, transporting, slaughtering, carrying out animal experiments and other interventions on animals, as well as producing, breeding and keeping animals.
