My dog was slightly injured at the shelter/daycare - who has to pay the veterinary costs?

It depends on the individual contract with the caretaker. In most cases, the owner of the dog must pay for the veterinary costs, not the shelter.

As a rule, the contract between the dog owner and the caretaker states that the dog accommodation does not guarantee the health of the dog in its care. The caretaker is entitled to appoint a veterinarian of its own choice for the treatment and the costs incurred in this regard must usually be paid in full by the dog owner.
The delivery of the dog to the care of the dog accommodation is usually at the dog owner's own risk. The dog owner is liable for any personal injury, property damage or financial loss caused by the dog in care. If your dog was bitten by another dog, and the caretaker could witness this, in the given case the liability insurance of the owner of the biting dog can cover the costs.
